Executive Director & Grants Manager
Salary Range $107,352 to $125,592
plus an excellent benefits package

THE POSITION
This position requires a relatively unique skill set: Executive Director & Grants Manager of a $7 million/year non-profit at a community college district, and manager of grant development for the district and its two colleges.
Reporting to a member of the Board of Directors of the GCCCD Auxiliary, the Executive Director & Grants Manager will be responsible for oversight (including final selection and supervision of Auxiliary personnel), leadership and operation of the Auxiliary, managing grant development, and related leadership responsibilities. The Executive Director & Grants Manager must be a skilled proposal writer, with demonstrated success writing funded proposals for smaller and larger amounts, and for a variety of types of funding.

THE EMPLOYER
The Grossmont-Cuyamaca Community College District Auxiliary Organization (GCCCD Auxiliary) is a non-profit 501(c)(3) organization which focuses on managing programs that benefit Grossmont College, Cuyamaca College, and the Grossmont-Cuyamaca Community College District (GCCCD). The Executive Director & Grants Manager will be employed by the GCCCD Auxiliary.

BASIC FUNCTIONS
Under the direction of the Board, lead the operation of the GCCCD Auxiliary. Supervise the Auxiliary’s Director of Administrative Services, who is responsible for all day-to-day operational activities of the GCCCD Auxiliary. Lead and coordinate grant development for GCCCD and its colleges. Design and write grant applications, and other funding proposals. Develop and implement trainings and tools to assist Auxiliary program managers and college personnel in researching, writing, submitting and managing grants that are consistent with the strategic areas of focus of GCCCD. Create a system to report and monitor progress on all proposed, submitted and funded applications. Maintain effective relationships with the Auxiliary Board, and with Grossmont College, Cuyamaca College, GCCCD, and the Foundation for Grossmont and Cuyamaca Colleges.

ESSENTIAL DUTIES
Leadership and Operations
• Provide leadership to plan, organize, and operate the GCCCD Auxiliary, while facilitating the institutional goals and objectives of the Auxiliary and GCCCD.
• Supervise the Auxiliary’s Director of Administrative Services so as to effectively administer GCCCD Auxiliary operations (including human resources, accounting, contracts, and related) in accordance with Auxiliary policies and in compliance with state and federal rules and requirements.

Grant Development and Management
Internal Process
• Lead and coordinate grant development activities so as to achieve the strategic grant priorities of GCCCD, its two colleges and the GCCCD Auxiliary, including creatively seeking public and private funding sources to assist students.
• As needed, assume lead responsibilities for designing and writing proposals.
• In collaboration with college and District leaders, create and maintain systems to obtain manage and retain competitive grants and funding. This includes ongoing communication regarding funding priorities, the strategies to identify funding sources, the procedures and timelines for developing grant proposals, and the communication of results of proposals.
• Identify potential funding sources and the appropriate college teams to develop and write responsive proposals to obtain those funds.
• Coordinate the development of grant and other funding proposals for the colleges, GCCCD and Auxiliary.

External Process
• Research local, state and national, private and public grant sources to identify feasible funding opportunities to meet identified college, district and auxiliary priorities.
• Communicate with local, state and national organizations to identify funding sources and potential partnerships for funding that address the strategic grant priorities.
• Provide effective oversight and management to ensure the preparation of invoices to grant funders for payments and of receivables from grant funders. Ensure timely reporting to funders, etc.
Budget
• Supervise the Auxiliary’s Director of Administrative Services so as to ensure that the GCCCD Auxiliary develops, implements, and manages (in close coordination with the Chief Financial Officer of the Auxiliary) the Auxiliary’s budget, to ensure the fiscal integrity of the Auxiliary.
• Supervise the work of the Director of Administrative Services in preparing the budget, monitoring expenditures, reporting financial statements and preparing for annual audits.

Outreach
• Represent the Auxiliary to the public and community, and other official public and private agencies.
• Coordinate Auxiliary programs with business, industry, community organizations and other educational institutions, as needed.
Other
• Meet or exceed all performance goals and objectives
• Perform related duties, as assigned.

QUALIFICATIONS
• Requires a Master’s degree, or a Bachelor’s degree and at least 3 years of leadership experience in a college or non-profit organization
• Requires experience in leading nonprofit organizations (or departments in a college) at progressive levels of responsibility. Leadership may be at an assistant director level.
• Requires experience supervising diverse personnel in a range of programs and positions.
• Requires experience in managing and/or administering annual budgets in excess of $1 million dollars.
• Requires at least three years of successful grant development experience.
• Requires demonstrated success in obtaining funding for grants exceeding $200,000.

Knowledge of:
• Requires knowledge of the operations, services, and activities of a nonprofit organization or a college.
• Requires basic knowledge of the essential principles and practices of budget preparation and administration; human resources management; contract development and management; procurement and purchasing; grant management and operational procedures.
• Requires basic knowledge of nonprofit fund accounting; more thorough knowledge is preferred.
• Expected to be knowledgeable of the typical structure and operation of community colleges.
• Prefer knowledge of workforce development or career technical education programs.
• Expected to be knowledgeable of the typical proposal development procedures at non-profit organizations or colleges.
• Expected to be knowledgeable of typical federal and state requirements for funding grants.
• Principles and procedures of program development and administration, financial record keeping and report preparation.
• Modern office procedures, methods, and equipment including computers and applicable software and computer applications including word processing, spreadsheets and web-based applications.
• Methods and techniques of research, analysis, and decision making.
• English usage, spelling, grammar, and punctuation.
• Advanced oral and written communication skills.
• Interpersonal skills using tact, patience, and courtesy.

Ability to:
• Plan, coordinate, implement, and manage assigned operations and activities of the GCCCD Auxiliary, including the Human Resources function.
• Plan, develop, and implement new programs and projects for the community, businesses and industry.
• Interpret and apply applicable federal, state, and GCCCD Auxiliary policies, laws, and regulations.
• Plan and organize work flow to meet schedules and time lines.
• Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
• Compile, assemble, and interpret data from diverse sources.
• Prepare a variety of reports and correspondence related to area of assignment.
• Maintain accurate and complete records and files.
• Develop and monitor budgets.
• Work independently with little direction.
• Work with, and exhibit sensitivity to and understanding of, the diverse racial, ethnic, disabled, sexual orientations, and cultural populations of community college students.
• Communicate effectively, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.

WORKING CONDITIONS

Environment
• Office environment. The primary worksite will be on the campus of Grossmont College, with frequent visits to Cuyamaca College and possibly other sites.

Physical abilities
• Sitting and/or standing for prolonged periods of time.
• Lifting, moving, and carrying light objects.
• Reaching overhead, above the shoulders and horizontally.
• Dexterity of hands and fingers to operate a variety of office equipment including computer keyboard and peripheral equipment.
• Hearing and speaking English to exchange information on the telephone or in person.
• Seeing to read and verify data, prepare various materials and view a computer monitor.
• Ability to travel to various locations by car and airplane for conferences and meetings.

COMPENSATION
This is a full-time position with excellent benefits. The starting salary is expected to be approximately $107,352 per year (M11-A); usually start on step A, total five steps. Annual step increases in salary expected, to maximum. Excellent benefits package includes medical-dental-vision, PERS retirement, and other benefits. Continued employment in this position is dependent upon available funding, the needs of the program, and satisfactory performance.
